		<description>It's a good question R, and one I don't have a really clear answer to. Part of it, I would suppose, is certainly that so much of the "volume" of the debate comes from US coverage, and the positions south of the border just seem to be much more polarized than the rest of the world (likely because established lobbies in the US are so much bigger, more capitalized, and have far more to lose). 

But even parties who should be better informed (as they're clearly covering the debates up front) continually seem to be shocked when an organization like the CFTPA comes out and says something like "P2P may be hurting us in piracy - but what we stand to lose in a loss of net neutrality is &lt;em&gt;far&lt;/em&gt; more serious". Heck the CFTPA filing went into detail about how BitTorrent has been legitimately used to distribute independant content (including one of my shows) in this country (something the MPAA still alludes never has happened).</description>

		<description>Yes.  It's amazing how out of touch many net neutrality commentators are on actual CRTC regulatory proceedings.  Every single one of the creators' groups -- ACTRA, CFTPA, DGC, WGC -- has come out strongly in favour of net neutrality.  Yet the blogosophere is shocked shocked when it happens to notice a filing from one of these groups that says so.  Why?</description>
